"I don't know if we'll ever figure that out," said Mary Rose Corrigan, public health specialist with the city of Dubuque.
Speaking during a Wednesday afternoon press conference at Loras, Corrigan said authorities are contacting people who would have had close contact with Fitzgerald, a volleyball player who lived in a single room in Binz Hall.
"We do have a good opportunity to give prophylactics (preventive antibiotics)," Corrigan said. The window for administering such medication can be as long as 14 days.
Loras President Jim Collins said as many as 30 women lived on the same Binz Hall wing as Fitzgerald.
Fitzgerald's body was found Sunday evening.
Collins said health officials have tended to all first responders to the scene.
