ANSWER: The Dubuque County flag actually was created in 1976, along with many other county flags, to celebrate the bicentennial of the United States of America.
The white flag with a red border is dominated in the middle by a blue picture of the Dubuque County Courthouse. There is an outline of the county on top of the picture.
The blue picture is placed inside a circle that is emblazoned with the words "THE COUNTY OF DUBUQUE" around the perimeter, and it is enclosed in a larger circle. There also is a star on either side of the word "Dubuque."
The flag is currently flown in the back corner inside the Dubuque County Board of Supervisors chamber at the Dubuque County Courthouse.
