Volunteer sought

The Dubuque City Council is seeking a volunteer to serve on the Mississippi River Partnership Council. The Dubuque representative will join council members from Allamakee, Clayton, Jackson, Clinton, Scott, Muscatine, Louisa, Des Moines and Lee counties.

The appointment will be for a three-year term. The purpose of the council is to be a forum for city, county, state, agricultural, business, conservation and environmental representatives and other stakeholders to discuss matters relevant to the health, management and use of the Mississippi River.

NICC SHUTTLE SERVICE

Issue: Keyline Transit and the Regional Transit Authority are asking the City Council for $12,000 to prevent RTA from making drastic cuts to its shuttle service between Northeast Iowa Community College's downtown center and Peosta campus.

Background: A state grant funding RTA's hourly shuttle service for the past two school years has expired. RTA could not identify another funding source to maintain the level of service and announced it would make only three trips per day.

Action: The council voted, 7-0, to approve the funding request, with the money coming from Keyline's miscellaneous equipment budget that was carried over from fiscal year 2009.

What's next: Keyline and RTA will update the shuttle schedule. RTA will provide express service to the general public to Kennedy Mall and Keyline's transfer station on Delhi Street.

REZONING RADFORD ROAD/WESTMARK DRIVE

Issue: Developers are seeking to change the property's zoning from Commercial 2-Neighborhood Shopping Center to Planned Unit Development in the Westmark Subdivision.

Background: The Zoning Advisory Commission recommended approving the plan on a 4-3 vote. Some commissioners thought the proposed residential development of 216 apartments in 12 buildings was too large and represented spot zoning. Commissioners voting for the project thought it represented a mixed-use development in an area that already has multiple uses. Westmark Enterprises agreed to accept the plan if screening is incorporated.

Action: The council voted, 7-0, to approve the plan

What's next: The developer, GTW Pennsylvania, LLC, represented by Tom Kelzer and property owners, Wayne Briggs and Steve Smith, hope to begin construction this year.

1925 WASHINGTON ST.

Issue: Housing Department seeks council approval to purchase the foreclosed home at 1925 Washington.

Background: The Housing Department received a $444,000 Neighborhood Stabilization Program grant from the Iowa Department of Economic Development to purchase vacant and/or foreclosed properties. The properties will be rehabilitated and re-sold to income-qualifying families.

Action: The council voted, 7-0, to buy the property for $68,001.07.

What's next: The home was vacated in average condition and will need some improvements. The Housing Department has received indications of interest from neighborhood families and anticipates resale without difficulty.

SEWER LINING PROJECT

Issue: Awarding of the contract for cured-in-place sewer lining projects.

Background: The process saves money because it does not require any digging of existing pipes. A new pipe is created using the former pipe as a template. A resin-filled tube is installed in the existing sewer and is expanded and cured by applying heat. The liner is a seamless, jointless pipe that increases flow and prevents infiltration. Robotic cutters are used to restore service connections.

Action: The council voted, 7-0, to award the project to Visu-Sewer, Inc., Pewaukee, Wis., for $134,861.25, which is 6.63 percent under the estimated cost.

What's next: The following sewers will be cured-in-place: Glen Oak from Vernon to Edina, Grove Terrace near 12th Street, Kirkwood from Alta Vista to W. Locust, Fenelon Street storm sewer and W. 32nd from Wildwood eastbound.
