* Brandon S. Horn, 21, 2065 Lagen St., was arrested on charges of assault with injury and public intoxication. Horn is accused of assaulting Jeremy R. Valentine, 22, 455 1/2 W. Locust St., between 3:20 and 3:30 a.m. Monday near the 400 block of Locust Street.

* Penny Jo Reed, 45, 1603 Washington St., reported $50 in damage after someone threw a flaming bottle onto her roof around 1:25 a.m. Monday.
