EPWORTH, Iowa -- Tom Gassman is a believer in partnerships with neighboring communities.
His former job as a UPS worker led to many trips to nearby Peosta, a community that has grown by 78 percent to 1,187 residents since July 2000.
"If you can work with your neighbor, it helps both parties out," Gassman said. "If businesses move into Peosta or Farley and people are employed, everybody wins."
A former member of the Western Dubuque School Board for nine years, Gassman is a write-in candidate for the four-year term on the Epworth City Council.
Joining Gassman in the race for three spots on the council are incumbent Garry Gansen

Some of Gassman's top goals include filling vacant downtown businesses and improving the city's sidewalk project.
Gassman would not go into specifics about his ideas about the project.
