Question: With all of Dubuque's concerns about city debt and budget overruns, why would it be deemed necessary to have someone cutting and trimming grass at Flora Park on a Sunday? This might seem like a trivial matter, but doesn't it show a complete disregard for the financial issues confronting the city at this time?
